Odesa, a vibrant port city on the Black Sea, has a rich and complex history shaped by various cultures and empires. Founded in 1794 by Catherine the Great of Russia, it quickly grew into a cosmopolitan hub due to its strategic location and thriving trade. However, the city’s history stretches even further back, as it was built near the site of an ancient Greek colony and later a Tatar fortress, showcasing its layered past. Over centuries, Odesa has been a melting pot of ethnicities, including Ukrainians, Russians, Jews, Greeks, and Armenians, each leaving a unique mark on its development.

The architecture of Odesa reflects its cosmopolitan character, blending styles from the Italian Renaissance, French Rococo, and classicist traditions. Iconic landmarks like the Potemkin Stairs, designed to create an optical illusion of grandeur, and the opulent Odesa Opera and Ballet Theater, one of Europe’s finest, tell stories of cultural ambition. The city’s neighborhoods reveal a juxtaposition of imperial-era elegance and Soviet-era functionality, creating a fascinating urban tapestry.

Odesa is also renowned for its cultural contributions, particularly in literature, theater, and music. It was the birthplace of famous writers like Isaac Babel and Ilf and Petrov, whose works capture the wit and grit of the city. Its vibrant art scene extends to the humor-filled Odesa International Film Festival and the city’s unique "Odesa Comedy" tradition. The local dialect and storytelling styles reflect a sharp, sarcastic wit that has become an integral part of the city's identity.

The Historic Center of Odesa, recognized as a UNESCO World Heritage Site in 2023, stands as a testament to the city’s multicultural legacy and architectural splendor. This area showcases an eclectic blend of styles, including neoclassicism, art nouveau, and baroque, reflecting the influence of various European cultures. Landmarks such as the Potemkin Stairs, the Odesa Opera and Ballet Theater, and Primorsky Boulevard highlight the city’s prominence as a 19th-century Black Sea gateway. The historic center not only preserves Odesa’s rich past but also embodies its vibrant spirit, making it a cultural and historical treasure of global significance.

UNESCO's City of Literature programme is part of a wider Creative Cities Network which was launched in 2004 and is currently made up of 350 UNESCO Creative Cities globally. Members are drawn from more than 90 countries and cover seven creative fields: Crafts & Folk Art, Design, Film, Gastronomy, Literature, Music, and Media Arts. The Network was born out of UNESCO's Global Alliance for Cultural Diversity initiative, which was created in 2002.

The first book about Odessa was written by the French merchant Charles (Karl) Sicard. In 1808, he began publishing his book "Letters sur Odessa" in the Parisian magazine "Bibliotheque Britannique," an inspiring description of a young city that emerged in a desolate steppe and in a short time became the most flourishing commercial city in Europe. The book Letters about Odessa was published in 1818.
